Croatian Parliament signs off on the OSINT Centre of Excellence

On 28 June 2023, the Croatian Parliament enacted the Law on the Establishment on the OSINT Centre of Excellence.

On 21 June 2022, the government of the Republic of Croatia issued the Decision on the Establishment of the OSINT Centre of Excellence (OSINT - Open Source Intelligence). OSINT is an intelligence discipline of collecting data from public sources - press, digital and social media, public reports and government data, research papers, databases etc. The government’s Decision tasked SOA with setting up the Centre.
 
The CoE will work as a non-profit expert institution of interest to the Republic of Croatia and the international security, a hub for knowledge and expertise on collecting, processing and analysing open source data with the goal of developing capabilities, doctrines, standardized procedures and methodologies in the area, both on national and international level. The Law on CoE regulates its framework, structure and funding.
 
The CoE will have an international status and interested European civil and military, security and intelligence agencies will be able to contribute to its projects by signing a memorandum of understanding.
 
The Centre will develop doctrines, standardized procedures and methodologies aiming to increase the efficiency of open source data extraction and interoperability of European security and intelligence agencies.
 
The results of the Centre, as a hub of OSINT expertise, will contribute to furthering and updating the efforts of all security and intelligence services involved in its international projects. The fact that the CoE has been established and managed by the Republic of Croatia is a testament of how much Croatia and its security and intelligence services have been able to contribute to Europe’s security.
