The Centre of Excellence for Collecting, Processing and Analysing Open Source Intelligence (OSINT) is an international non-profit and expert institution of interest to international security and the intelligence community.
Establishing the OSINT Centre of Excellence as the first international hub of knowledge, expertise and experience was an important step in the pursuit of common interoperability, professionalisation and enhancement of the OSINT discipline practised by all security and intelligence agencies involved in the Centre’s work wishing to further their capabilities and develop internationally accepted doctrines, standardized procedures and methodology.

What is OSINT?

OSINT (Open Source Intelligence) refers to a predefined and systematic discipline of gathering publicly available information which is then assessed, verified and processed into intelligence delivered to end users either verbally or in writing.
The Centre works to:
  • upgrade the information gathering discipline particular to OSINT, including but not limited to the ability to select, collect, process and analyse open source information, sharing best practices, issuing recommendations etc.;
  • test new ideas and concepts in OSINT;
  • build up security and intelligence agencies’ ability, resilience and willingness to tackle large amounts of public data and utilize it to outline new strategic concepts.

The Centre hosts courses, seminars, conferences and other events aimed at developing skills, knowledge and experience in collecting, processing and analysing open source information, cooperating with national and international security and intelligence structures, institutions and businesses.

Steering Committee

The Steering Committee comprises representatives of each country with security, intelligence and other services or institutions engaged in the work of the Centre.
The Steering Committee oversees the work of the Centre, approves work plans, adopts the statute and other legal acts and amendments, financial plans, reports and new memberships proposed by the Director.

Secretariat
Headed by the Secretary General, the Secretariat is in charge of legal, personnel and financial matters, international cooperation, technical services, security and other needs of the Centre.
The Secretariat also organizes annual meetings of the Steering Committee.
