Croatian Government began the process of establishing OSINT Centre of Excellence
The proposal of the Decision was presented at a government session by Deputy Prime Minister and Minister of Croatian Veterans Tomo Medved, who also chairs the Council for the Coordination of Security Intelligence Services.
The Centre’s founder will be the Republic of Croatia and the Security and Intelligence Agency (SOA) is tasked by the Government’s Decision to manage all practical aspects of its establishment. The project will be finalized by a special act regulating the Centre’s establishment.
This international OSINT Centre of Excellence is SOA’s answer to an ever-increasing amount of intelligence generated from open sources and to a growing need of European security and intelligence agencies to develop and strengthen capacities involving the selection, collection, processing and analysis of open source data.
The Centre will have an international status as SOA will encourage interested European civil and military, security and intelligence agencies to take part in its work. That way it will become the focal point for expertise and a collective future effort of all members of the European intelligence community working to improve the OSINT discipline but also the capabilities, resilience and willingness of security and intelligence agencies to tackle vast amounts of publicly available data.
The Centre will develop doctrines, standardized procedures and methodologies aiming to increase the efficiency of open source data extraction and interoperability of European security and intelligence agencies.
The excellence will be achieved by building links with the Centre across sectors and agencies and through a close collaboration of national and international communities of practitioners, experts and scientists with the private sector. There are also plans for the Centre to host expert courses, seminars and conferences, along with other activities designed to strategically reinforce the collection, processing and analysis of open source data.
